I think it is (was?) meant to be sort of a front door to Chicago as
viewed from the lake, and this seems to be carried through to Michigan
Avenue with walkways, plazas, and a statue or two. The fountain is
dead-center in Grant Park and is in line with Congress Plaza, where
Congress Parkway ends at Michigan Avenue. This used to be more of a
center of activity; now it seems a bit south of center, with more
popular attractions north of the Art Institute, including the newish
Millennium Park. Grant Park comes back into its own during events like
Lollapalooza and the various other music festivals (blues, jazz,
gospel, Celtic, etc.).
